Phoebe Halliwell is the youngest daughter of Patty Halliwell and Victor Bennett. She is the younger sister of Prue and Piper Halliwell, as well as the older half-sister of Paige Matthews. Phoebe is married to Coop, a cupid, and is the mother of their three children, Prue, Penny and Payton Halliwell. She is also the mother of Julian Turner, the child she believed to had lost.

Together with her sisters, Phoebe formed the Charmed Ones, the most powerful good witches in history. While originally the youngest sister, Phoebe became the middle sister upon Prue's death and the discovery of her half-sister Paige.

History[]

Early Life[]

Phoebe was born November 2, 1975 by Patty Halliwell and Victor Bennett. When she was three her mother was killed by a Water Demon, so Phoebe never knew her, and this had a significant impact on her life.

Victor initially remained part of the life of his daughters, but left after a demonic attack, which took place on Piper's fifth birthday, therefore Phoebe and her sisters were raised by their grandmother. Since they quarreled a lot Penny erased all their magic-related memories and blocked their powers.

Phoebe was a good student, but in adolescence she went through a phase of rebellion, and started to get into trouble, due to the lack of a mother, and the fact that her grandmother tried to control her. At one point she went to New York to look for her father.

Charmed Life[]

Six months after her grandmother's death, Phoebe left New York and returned home. She found the Book of Shadows in the attic and unknowingly cast a spell, which unlocked the Power of Three and granted her her and her sisters their powers. Unlike her sisters, Phoebe was thrilled to be a witch, and the new lifestyle allowed her and Prue to grow closer.

Phoebe later decided to return to college and met Cole Turner, an assistant district attorney. In reality, Cole was a half-demon known as Belthazor sent by the Triad to kill the sisters. Cole was planning to seduce Phoebe to make her vulnerable, but he ended up falling in love with her and vanquished the Triad. Eventually Phoebe discovered his true identity and ended up faking his death to protect him from the Underworld and her sisters. A few months later, Cole returned to San Francisco. Although Phoebe rejected him at first, she still loved him and took him back after he proved his good intentions.

In their third year as a witches, the sisters clashed with the demon Shax. After magic was exposed, Phoebe went to the Underworld with Cole to make a deal with the Source of All Evil. He had Tempus reverse time, though with Phoebe stuck in the Underworld, her sisters were helpless against Shax, who killed Prue by blowing her through a wall with a gust of wind.

At Prue's funeral, Phoebe met Paige Matthews and the sisters soon learned she was their younger half-sister, given up for adoption, and the three of them reconstituted the Power of Three.

Some time later, Cole asked Phoebe to marry him and she accepted. Shortly thereafter, Cole absorbed the powers of the Source due to the manipulations of the Seer. While the possession grew stronger, Cole's love for Phoebe remained and so he planned to lure her to the side of evil while conceiving an heir. Around this time, Phoebe began working at the Bay Mirror after helping an innocent there. Phoebe later became pregnant and decided to stand by Cole after discovering he was the Source. However, the good in her eventually prevailed and she reunited with her sisters and vanquished Cole.

After Cole was vanquished, the unborn child became increasingly violent and hateful. He was later stolen from Phoebe's womb by the Seer. When she used the child to become the new Source, she was overwhelmed by the child's power and was vanquished. Phoebe believed that her son was dead, though he had actually been transferred to Elizabeth Turner's womb.

Some time later, Cole returned from the Demonic Wasteland and was determined to win Phoebe back. However, the demonic powers he absorbed and her rejection drove him insane. Cole eventully joined the Avatars in order to alter reality to get Phoebe back, though she did not love him anymore in this reality either and he was vanquished for the last time.

The following year, Phoebe developed the power of empathy and struggled to control it. During this time, Phoebe fell in love with the new owner of the Bay Mirror, Jason Dean, and the two began a relationship. Phoebe went to Hong Kong with him, but when she told him she was a witch, he couldn't accept it, thus ending the relationship. Meanwhile, a Vision Quest showed Phoebe that she would have a daughter in the future and that Chris was actually Piper and Leo's son, who had traveled to the past to prevent Wyatt from turning evil. Obsessed with finding the right man, Phoebe abused her powers and they were stripped by the Tribunal.

The sisters next worked with the Avatars to create Utopia, though they reversed their choice when they found out it came at the cost of free will. The sisters were then forced to deal with Zankou, a powerful and extremely intelligent demon who was after the Book of Shadows. In their final battle, he weakened their bond, absorbed the powers of Piper and Phoebe and claimed the book. To defeat him, the sisters allowed him to absorb the Nexus, after which they vanquished him by destroying the nexus itself, taking Zankou with it. As they were presumed dead, the sisters decided to give up the magic and live a normal lives while glamoured.

However, magic returned to their lives when they met the young witch Billie Jenkins and agreed to train her. Meanwhile, Phoebe began dating Dex Lawson and under the effect of a spell from Billie, she even married him. However, the marriage was quickly annulled and the relationship ended after Phoebe revealed her true identity. Another failed relationship led Phoebe to give up on love, so a Cupid was sent to restore her faith. After several attempts to find love for her, the two eventually fell in love with each other.

Billie managed to find her sister Christy, who had been kidnapped by the Triad as a child. Billie and the sisters did everything they could to rehabilitate Christy, though she was secretly working with the Triad after being brainwashed to believe the Charmed Ones were evil. After their parents died, she even managed to convince Billie of this. This led to the Ultimate Battle, in which Phoebe, Paige and Christy were all killed. Both Piper and Billie traveled back in time to prevent these events from happening, which led to Billie realizing the truth about her sister and switch sides. She was then forced to kill her own sister, ending the threat.

A future Wyatt and Chris revealed that the love between Phoebe and Coop was not forbidden. Eventually, Coop asked Phoebe to marry him and she accepted. After their wedding, Coop introduced Phoebe to Chandra and told his fellow Cupid that he was leaving the temple to live with Phoebe.

The Closing Chapter[]

Six months after the Ultimate Battle, Phoebe was happier then ever being with Coop, knowing that their love was not forbidden. However, she still had trouble letting go of Billie and what happened. Unlike her sisters, Phoebe didn't blame Billie as she knew what is what like to be manipulated into being evil. When Billie appeared at the manor to warn the sisters about Christy's return, Piper chased her off and Phoebe ran after her.

Phoebe reached out to Billie and listened to her. When she tried to comfort Billie, she suddenly regained her power of Empathy as a more powerful form, allowing her to take Billie's pain away. Meanwhile the Elders appeared at the manor and asked the Charmed Ones to reclaim Magic School. While preparing for this, Phoebe gained an Astral Premonition as she kissed Coop, which revealed to her that she was pregnant and would name her daughter Prue.

After vanquishing the demons at Magic School, the sisters discovered that Billie had been possessed by Christy. As Christy attacked, the sisters protected themselves with the Power of Three spell while Phoebe used her empathy to call out to Billie, allowing her to break free. Billie then stripped her powers and destroyed Christy in the process, as her powers were the thing that kept her alive.

Chosen[]

A manifestation of Phoebe appeared before Billie during her vision quest. Phoebe was about to give birth when the evil wizard Ambrosius released a virus that was lethal to any magical being except wizards, so she and her family took refuge in the Magic School.

At an undetermined time, Phoebe and her sisters had an argument with Billie. This time they didn't fix things and stopped talking to each other.

The Once and Future Evil[]

In 2018, the future versions of Melinda and Prue appeared to warn the sisters Wyatt would turn evil with great shock of Phoebe. Piper left and Phoebe and Paige discovered, that Wyatt had disappeared. Shortly thereafter they were assaulted by the future version of Wyatt, which hurt them severely enough, before going to look for his alter-ego from the past. Noah and Sandra joined them, healed them, and told them that Wyatt should be located quickly.

Paige finally thought that Wyatt might have gone to his friend Trevor's party, and the group went to the latter's house, but too late. From the signs of battle present, they deduced that even Nomed was interested in Wyatt. Melinda used a spell to make the damage disappear and Phoebe, Chris, and Paige memory dust to make the mortals forget what they saw. Once at the manor Phoebe had a confrontation with Prue who revealed that she knew her past as Queen of the Underworld. Upon reaching the two Wyatt and Nomed in the underworld Phoebe tried to eliminate them using a spell and a potion, respectively, but failed in both cases.

Wyatt killed Prue shortly thereafter, and they probably would have all done her own if Piper had not arrived, who used Excalibur to take away the powers of the teenage Wyatt and kill the adult Wyatt. Later the sisters' children returned to the future, and they decided to tell only their husbands of what happened, because the current versions of their children were too young to understand.

Legacy[]

In 2029, Phoebe was the author of three successful books, which had started with Finding Love. To promote her latest book, she was asked to go on a tour across the country. However, this was accidentally revealed to her daughters on a talk show, whom she had not yet had the chance to tell.

When Payton confronted Phoebe with this fact, their negative emotions were enhanced by Darius, a Spirit of Rage. This led to a hue fight between Phoebe and her daughters. However, they later learned they were manipulated and made up. Phoebe explained how important this tour was to her, but also didn't want to let her daughters down. However, her daughters eventually gave their blessing. Phoebe was later shocked to discovered that everything that had happened had been set in motion by the resurrected Source of All Evil. She hesitated about leaving, but Coop convinced her that their daughters were old enough to take care of themselves and together, they left for New York.

Julian[]

Some time later, Phoebe had a horrible nightmare about her time as the Queen of the Underworld and the child she had lost. Sensing that something was wrong, she headed back to San Francisco to discover the truth. When she cast a spell, she was taken to the Underworld, where she confronted the Source of All Evil and realized it was in fact her son's body the essence was possessing.

The Source then showed her memories of the past, which revealed how he had survived and what had happened since. He then intended to sacrifice Phoebe as part of his ceremony to reclaim the Underworld. However, before he could, he was summoned by the cousins along with Phoebe. The cousins then tried to vanquish the Source, but Phoebe stopped them and instead cast a spell to free her son from the essence.

After being freed, her son took her away and revealed his name was Julian Turner. However, he told her she was not his mother and that he wanted nothing to do with her. Phoebe later revealed everything to her family. While Coop and Paige supported her, her daughters were angered and confused. A devastated Phoebe then went back to New York. Phoebe later returned after being called by Payton after everything that had happened, at which point her daughters had time to process and could talk about it.

When Phoebe's tour took her to Miami, two of her daughters Prue and Penny went to see her. As they chatted, Penny said her sister felt attracted to their Whitelighter, and when she heard that his name was Noah said she knew an Elder of the same name, and it was clear that it was the same person. As she was preparing for an interview, Phoebe realized and that she was concentrating on her work to not think about Julian. He was forced to ask Phoebe for help after being hunted down for days from the Wraith sent to him by his grandmother.

Julian fainted immediately after his arrival and Phoebe asked Coop to take him to their hotel, and though hesitating, he agreed to. After her interview, Phoebe herself was attacked by the Wraith and was rescued by Coop, who admitted that he was not sure he could accept Julian, either because it was the memory of the darker chapter in Phoebe's life, or because he was not sure he was trustworthy.

Julian wanted to leave, and when they arrived soon after, Prue and Penny were far from happy to see their half-brother. Phoebe used her empathy to calm her children, but the effort made her collapse on the floor, and Coop helped her. Julian and Prue left anyway, but she managed to convince Penny to go look for the first one. Coop took care of her and told her that if it was important to her, he would try to accept Julian. In the end they decided to face Elizabeth, but Phoebe was rather frightened by her and did not want Coop to go with them. Facing Elizabeth alongside Julian and Penny in her loft in New York, after a brief confrontation between Phoebe and Elizabeth, Julian killed Elizabeth with a fireball.

Immediately after a Raptor Demon stole the urn containing the essence of the Source, and the four returned to Miami, but Julian returned almost immediately to his home; Phoebe did not object, but told him she would wait for him, and that unlike Elizabeth she did not want to force him to be with her. Coop assured her that she had done the right thing, and that Julian would return if and when he was ready to do so.

Funding for P3[]

Some time later Penny decided to leave college and reopen the P3 and Phoebe decided to finance the club. She and Coop could not go to the opening, and they sent their daughter a necklace, with a note saying that they were proud of her and with which they reminded her that the P3 was a symbol of the bond between Penny and her family.

Debra's Offer[]

Phoebe's tour concluded with a second visit to New York. Phoebe couldn't wait to get home because she missed her daughters and wanted to try to connect with Julian. After being interviewed by the famous Debra Brooks, she told her that she had decided to retire, and that she wanted Phoebe to take her place. Phoebe wanted to take the job, but that would have meant she would have to live in New York, and thus be away from her family, so she asked Debra for some time to think about her offer. Shortly after, she talked about it with Coop who told her he would support her, no matter what decision she made. As Phoebe hugged him, she had a premonition in which she saw a demon killing him.

Terrified, and unable to hide it from Coop's empathy, Phoebe told him what she saw, who guessed that the demon was his ex-mentor Claudio. Coop wanted to go and warn the other cupids, but Phoebe told him that she had also seen Prue in the premonition and that therefore they should check her first, but didn't want to accompany Coop as she sensed that she had to stay where she was. Julian later came after realizing he wanted to talk to her, Phoebe let Coop go alone. Unfortunately, Julian was annoyed that his half-sisters had talked to her about his relationship with the Seer, and when Phoebe herself started talking about what he felt about Talia, it irritated him because he thought that she didn't have to say anything about his feelings, and went home angry. This worried Phoebe because she was afraid that Julian's love for Talia would lead him on the same path as Cole but she realized it hadn't been a good idea that she had no right to talk about Julian's life.

After a while Phoebe received a visit from Chandra who wanted her to recharge the magic crystal that Claudio had been trapped in centuries ago, allowing them to trap him again, but that would result in a permanent weakening of her magic. Phoebe accepted and fortunately Prue was able to temporarily bring Claudio back to his old self who willingly let himself be imprisoned in the crystal. Phoebe began to seriously consider accepting Debra's offer, but first she wanted to finish the discussion with Julian and went to see him.

Julian didn't want to talk to her but eventually told her about his concerns, and when she told him he had to decide what he thought was right, Julian noted that it was the same thing Cole had told him. Phoebe was shocked to learn that Julian had met Cole, and when Julian asked her if she still loved him she didn't know what to say. Phoebe then admitted that only Julian could decide how to deal with his relationship with Talia and left. However, she was no longer so sure she wanted to take the job in New York.

Losing Prue[]

When she and Coop returned to San Francisco for Melinda's wedding, her husband convinced Phoebe to tell their daughters about Debra's offer. The girls took the news well and urged Phoebe to agree to lead the talk show. Realizing they were expecting trouble at the wedding, Phoebe promised to help with the evacuation of the guests to prevent them getting hurt.

During the ceremony Grace broke into the church, and was challenged to a duel by Laura. Paige went along and Phoebe tried to do the same, but she was blocked by her husband, who became a slave to Morrigan. Phoebe ended up knocking him out and told Noah to take him to the manor to keep him safe. Julian eventually arrived in time to free the soul of Wyatt and later Chris to bring back Excalibur to him, but shortly after Morrigan, killed Prue.

Morrigan was vanquished by Julian and Wyatt, but that didn't ease Phoebe's pain. The death of Prue devastated her to the point that there were days when she could not even get of bed, despite Coop trying his best to help. Phoebe informed Debra that her daughter had died so she gave Phoebe extra time to decide on her offer. Eventually Payton convinced her to accept and Phoebe proposed that she spend the summer vacation with her and Coop in New York. At one point she referred Penny to a therapist to help her get over the loss of Prue.

Alternate Dark Timeline[]

In the alternative future where Wyatt had become evil, Phoebe was the first to realize that there was something wrong with Wyatt and the two had a fight before he killed her. Before she died, she had told her daughter Prue about her past as the Queen of the Underworld, though it is unknown whether she knew about Julian's existence in this timeline.

  • Premonition: The ability to perceive visions of the past, present and future. These premonitions are often triggered through touching an object or being in a certain location. Phoebe can sometimes summon premonitions.
    • Enhanced Intuition: Through her psychic abilities, Phoebe can sense upcoming danger and detect when something is wrong. Her power once allowed her to become aware of a time loop.
    • Psychic Echo: The ability to form a psychic connection to other beings. This happened to Phoebe twice, though she has no control over this aspect.
    • Vision Sharing: The ability to share premonitions with other psychics. Kyra was able to share her vision of Utopia with Phoebe, who then shared it with Odin.
    • Astral Premonition: The ability to astral project oneself into a premonition, allowing the user to interact with beings in the premonition.
  • Empathy: The ability to sense the emotions of other beings. Her ability eventually became strong enough to manipulate the emotions of others, as proven when Phoebe took away Billie's pain.

  • High Resistance: The ability to be highly resistant to physical and magical harm.

Former Powers

  • Levitation: The ability to defy gravity and rise up into the air. Phoebe combined this with her martial arts training, making her a highly effective and agile fighter. After she was stripped of her powers due to personal gain, she lost this power and never regained it.
  • Power Channeling: The ability to take control of the magical powers of other beings once and only if they are activated by the original user. Phoebe could use this to deflect magical attacks back at her enemies. She lost this ability after giving up part of her power to seal Claudio.
  • Power Replication: The ability to temporarily use the powers of other beings. Phoebe once replicated Piper's powers when she was turned into a Valkyrie. She lost this ability after giving up part of her power to seal Claudio.

Notes and Trivia[]

  • Between 2006 and 2029, Phoebe has written three books. The first is called "Finding Love", the second is called "Marriage and Babies" and the third is called "Cupid's Arrow". At least the first two were best-sellers.
  • Just like her mother, Phoebe had four children with two different men.
  • Phoebe is the only one of the sisters to continue the "P" tradition, excluding Julian, as he was named by Elizabeth Turner. Julian is also the only one of her children who does not physically resemble her, and who has not inherited any of her active powers.
  • Ironically Julian possesses a power that also P. Russell Phoebe's past life had.
  • Phoebe is the first member of the Warren line to have had a son. It was initially thought that the first to have a son was Piper, but it was later revealed that Julian was born a day earlier than Wyatt.
  • Phoebe shares similarities with Wyatt: both were born in the manor, both risked to become evil, both had an affair with a half-demon, which ended due to magical interference.
  • Phoebe is one of three members of the Warren line to show powers from within the womb. The other two are Julian and Wyatt. Interestingly, Phoebe is the only pure witch and the only woman to display her powers in this state.
  • Phoebe shares more similarities with Julian: both grew up without their parents and met one in spirit form, both were raised by their respective grandmothers and both had to kill the person they loved.
  • One of Phoebe's worst fears is losing a child. This came true when Morrigan killed Prue. Ironically, this also resulted in Prue's worst fear of losing her family.
  • Phoebe is one of two magical beings known to have generated hybrids of different types. Curiously the other is her ex-mother-in-law, Elizabeth.
  • Coincidentally when she faked her death and assumed another identity, Phoebe used the female version of her son's name, as she renamed herself "Julie Bennett". However this was a mere coincidence, as Phoebe had no idea of Julian's existence at the time.
  • It's ironic to note that both Cole and Phoebe had a maternal half-sister they didn't grow up with and their son Julian the same thing happened.
  • Phoebe is the first person known to get pregnant due to the effects of a potion, the second is Felicia. However, it is possible that the other Ambrosius lovers also became pregnant thanks to this method.
  • Like her, her daughter Penny is the reincarnation of an evil ancestor with the power of pyrokinesis.
  • Phoebe is the oldest member of the Warren Line still alive, but since she retired from magic, the role of head of family passed to Wyatt, not her, upon Piper's death.
  • Although Christy Jenkins was wrong in calling the Charmed Ones evil, some of the criticisms she leveled against them were not without foundation: in some cases, Phoebe and her sisters actually displayed selfish behavior and even abused magic, things that in some cases have led to the deaths of innocents.
  • Interestingly, Phoebe was manipulated and influenced with a potion to become evil just like her niece Grace did, but while Phoebe was ultimately able to resist the influence, Grace did not. This ultimately implies that although she was manipulated and influenced it was Grace who chose to become evil, as noted by Morrigan and understood by Laura.
  • Phoebe is supposedly the only woman in the story who was not present at the birth of her child.
